The Counter Terrorism and Internal Security Division of the Operations Wing (OPS Wing) recently conducted a two-day event at the Hong Kong Coliseum to raise public awareness of counter terrorism (CT).


On December 11 last year, some 300 members of the Junior Police Call (JPC) and Senior Police Call (SPC) attended a CT workshop at the Coliseum, where they were briefed on the Force's CT units through video presentations, lectures and kit displays. Some participants also assisted in making a video to highlight the Force's advice on how victims should react if they are caught up in a terrorist incident. The victims were told to respond with the trilogy of "Run-Hide-Report". The workshop was well received by the participants.


On the following day, a CT Exercise, codenamed "WILDEAGLE", was conducted. The exercise simulated six armed terrorists storming into the Coliseum and taking hostage of some 400 spectators, who were JPC and SPC members and Police Tactical Unit officers. Upon receiving public calls, the Emergency Unit of Kowloon West and Counter Terrorism Response Unit promptly arrived at the scene to tackle the incident and the Police Negotiation Cadre was called in to negotiate with the terrorists. After a hostage was shot and an Improvised Explosive Device (IED) was detonated, the Special Duty Unit staged a tactical intervention and evacuated the hostages. Then the Fire Services Department (FSD) conducted decontamination on hostages exposed to the chemicals of the IED.


The exercise provided an excellent opportunity to strengthen the inter-operability between the Force, FSD and the Leisure and Cultural Services Department (LCSD). The Force thanked the LCSD for providing the venue to enhance the realism of the exercise.
