The Operations Wing ran the second Advanced Incident Command Course between March 12 and 16 to enable senior officers to learn more about the Operational Decision Model to enhance their decision-making capabilities, as well as the importance of keeping decision log. Seventeen members of the Command Cadre, from the rank of Superintendent to Chief Superintendent, attended the course.


Apart from guest lectures, presentations and group discussions, the course members received training to prepare "Tactical Plans". The Force also made use of the Police College's Scenario-based Interactive Multiplayer Simulation to conduct a series of interactive exercises so as to reinforce the course members' learning experience.


Speaking at the opening of the course, Director of Operations Tang Ping-keung stressed that the Force has high expectations on the Command Cadre members' professionalism and accountability. He urged the course members to do their utmost, live up to the Force's expectations and prepare themselves for undertaking command tasks in major incidents.


On completion of the course, Mr Tang presented certificates to the course members. He said that the course provided an excellent opportunity for the course members to hone their command skills. He also reiterated that the Force would fully support decisions based on legal justifications made by frontline commanders when handling major incidents.


The course members said that the command course was intensive, challenging and rewarding. It had not only strengthened their decision-making and command capacity, but also boosted their confidence in handling all types of major incidents.
