Shatin District (STDIST) conducted an exercise, codenamed "MULTICANE IV", on March 6 to strengthen the Force's co-ordination with the Fire Services Department (FSD), the Hong Kong Jockey Club (HKJC) and the Mass Transit Railway Corporation in handling major incidents.


The joint exercise simulated a scenario in which the HKJC received an anonymous phone call about a bomb placed at Shatin Racecourse on a race day. They called the Police and then officers of the Police Tactical Unit (New Territories South) (PTU NTS) promptly arrived to conduct a thorough search. As they identified a suspicious object in the racecourse, police officers cordoned off the area and instructed the spectators to evacuate. At the same time, an armed attack occurred at the concourse and soon it turned into a hostage-taking incident, resulting in a number of casualties. Officers of the Counter Terrorism Response Unit intervened to neutralise the threat. The suspects were arrested and the casualties were sent to hospital. The case was handed over to the Organized Crime and Triad Bureau for investigation.


Also joining the exercise were officers from STDIST and Emergency Unit (NTS). Over 300 STDIST Senior Police Call members, trainees from the Police College as well as students from the Hong Kong Institute of Vocational Education and The Chinese University of Hong Kong, were invited to participate in the exercise as actors. Sha Tin District Council members, District Fight Crime Committee members and a Junior Police Call Honorary President took part as observers.


STDIST Commander Mak Lau Wai-mun commented that the exercise had enhanced the professionalism and confidence of frontline officers in handling emergency situations. Director of Security and Integrity of HKJC Mr Martin Purbrick said that this exercise had strengthened co-ordination of HKJC, the Police Force and the FSD in handling major incidents.
