Fourteen members of the Police Negotiation Cadre (PNC), led by their Commanding Officer Wong Kwong-hing and Deputy Commanding Officer Liauw Ka-kei, gave a Crisis Negotiation Training Course for 12 commanding and frontline officers of the Fire Services Department (FSD) at the Fire and Ambulance Services Academy in Tseung Kwan O on April 17 and 18.


PNC members and FSD officers have been working in partnership at crisis scenes. Recently, there has been an upward trend in suicide attempts and self-barricaded incidents in Hong Kong and PNC members have been called to the scene more frequently. Before the arrival of the PNC, FSD officers often need to communicate with frontline police officers and people in need. Thus, the PNC tailor-made the course for FSD officers with the objective of enhancing their communication ability.


Through a combination of theory and practice, the course covered the principles of crisis negotiation, active listening skills, the behavioural influence stairway model, negotiation strategies and scenario-based exercises.


The FSD participants were deeply inspired by the programme. The course also enabled the PNC to share its motto, "Who Cares Wins", with the FSD participants.
