With the arrangements made by the Police College, Senior Superintendent Leung Tsz-kin attended an executive training programme, entitled "Mastering Negotiation: Building Agreements Across Boundaries", at the Harvard Kennedy School in the United States from April 8 to 13.

The programme explored the challenges of establishing relationships with stakeholders and the effects of social and organisational culture on negotiation. Experts in public administration and negotiation shared their experience with 59 senior executives from the public and private sectors of various countries and regions. Through case studies and group discussions, the participants exchanged views on management skills, operational strategies and challenges in negotiation.

Mr Leung found the programme enlightening and beneficial to policing work and his personal development.
