The final phase of the fourth International Executive Development in Policing Programme (IEDPP) was conducted in Hong Kong from April 1 to 12. Ten Superintendents from the Hong Kong Police Force (HKPF) and nine senior police officers from Canada and Australia completed this phase of the programme.


The 13-month programme was co-organised by the Hong Kong Police College (HKPC) and the Canadian Police College. The first online phase began in March last year.


The programme was designed to strengthen the ability of the participants to embrace and adapt to the ever-changing social and political environments. It also covered discussions on various policing issues to enhance the capabilities of the participants in addressing challenges faced by law enforcement agencies and to broaden their international perspective.


The participants were coached by international fellows, including senior executive officers from the Royal Canadian Mounted Police and the Australian Institute of Police Management as well as Deputy Director 1 of HKPC and Senior Superintendent of the School of Professional Development, throughout the programme. During the final phase in Hong Kong, Deputy Commissioner (Management) Kwok Yam-shu shared with the participants his insights and invaluable experience in complex policing issues. Superintendent Poon Gee-kwun of the HKPF and Superintendent Janelle Tonkin of the Australian Federal Police won the Best Overall Student Awards of the programme.


Apart from the formal programme, the overseas participants also attended the Mess Night with probationary inspectors at the School of Foundation Training on April 4 and the passing-out parade at the HKPC on April 13.


In December 2017, the programme was accredited by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications at Level 6 under the Qualifications Framework (QF), the same level as a Master's Degree. This marked three records in the local history of accreditation: the Force is the first government department that has acquired the accreditation for operating a training programme at QF Level 6, the IEDPP is the first accredited online learning programme, and is the first accredited programme jointly organised by local and overseas government departments.


The IEDPP has achieved great success. It showcased the Force's fruitful results in international collaboration and enhanced training co-operation among police forces.
