A new round of Force Inspection Process (FIP) will be rolled out by the end of this year. During the design, planning and development stage of the FIP, Superintendent Chow Shu-fan and Senior Inspector Yu Sze-wai from the Research and Inspections Branch of the Service Quality Wing (SQW) were invited to conduct an exchange with staff of Her Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) in the United Kingdom from March 18 to 21.


The delegates gave a sharing to HMICFRS about the upcoming FIP. The FIP consists of the Self-assessment Module and Compliance Module. The Self-assessment Module is an evidence-based assessment of key operational and management areas while the Compliance Module focuses on three high-risk areas, namely "Bail", "Property" and "Custody".


Staff of HMICFRS concurred that the FIP is moving with the times, in particular the Compliance Module which digitalises the checking of priority compliance issues with real-time entry in the computer system. HMICFRS may draw reference to the FIP for its future development in inspection.


Meanwhile, the SQW delegates called on the College of Policing and the National Police Chiefs' Council to learn about how the two organisations work with HMICFRS to reduce risks and enhance service quality under the triangular governance structure.
