On January 17, Commissioner Tang Ping-keung visited Sham Shui Po Police Station which was one of the police stations being attacked in Operation TIDERIDER. During the visit, the Commissioner was introduced to a number of enhanced station security measures and met with a cross-section of staff of Sham Shui Po District (SSPODIST), including Uniform Branch, crime and auxiliary officers, who shared their experiences during the operation.


To better understand the station defence plan and the characteristics of Sham Shui Po Police Station, the Commissioner visited individual observation posts and defence posts, as well as spoke with several officers who played a role in station defence over the past months. The Commissioner appreciated the efforts of all officers involved and highlighted the importance of preparing an effective arrest plan to enhance the deterrent effect against violence.


When meeting with a cross-section of staff, the Commissioner talked about the current situation and showed his support and appreciation for the hard work of all SSPODIST officers. He also listened and responded to the difficulties and constraints which officers had encountered during the operation. Furthermore, a Recruit Police Constable (RPC), who was an auxiliary officer of Sham Shui Po Division at the beginning of Operation TIDERIDER, shared his experience with the Commissioner. The RPC was highly motivated by his experience during the operation and decided to join the Force as a regular officer to better serve the community.


The Commissioner assured officers that the Force would take good care of their welfare needs and that of their families. Officers greatly appreciated the Commissioner's visit and support. They sincerely hoped that the Force could restore social order under the Commissioner's leadership.


On December 11, 2019, the Commissioner visited Lantau District (LTDIST) to deliver a strong message of support to a cross-section of LTDIST officers. The Commissioner toured LTDIST Headquarters, and was briefed on the violent attacks on both the Lantau North Division (LTNDIV) Police Station and Tung Chung Town Centre.


In early November 2019, rioters attacked Tung Chung MTR station and various shops and restaurants in the Town Centre with petrol bombs and other weapons, causing extensive damage. In addition, the rioters attacked LTNDIV Police Station with over 30 petrol bombs, many of which were attached to liquefied petroleum gas cartridges to increase their lethality. The Commissioner toured the police station compound, met with officers who were deployed during the violent disturbances and listened intently as officers shared their experiences.


The Commissioner thanked officers for their professionalism and dedication to duty, and assured them that officers would be equipped with all the necessary protective equipment so they could discharge their duties safely and effectively. The Commissioner responded directly to officers' questions relating to operational and welfare matters and took the opportunity to outline his work priorities: "Restore order; Improve competence; Empower officers; Gather support."


During the visit, the Commissioner met with over 60 officers and had a thorough discussion with them on a series of issues, including operational objectives, frontline policing directions, and occupational safety and health measures. Officers were grateful to have the opportunity to communicate with the Commissioner in person. They vowed to show no tolerance for violent acts, while adopting a flexible approach in dealing with minor breaches. "We have learned more from the Commissioner about how to put the Force's motto of 'Serving Hong Kong with Honour, Duty and Loyalty' into practice," a police constable said afterwards.
