During the rainy and tropical cyclone seasons, typhoons and flooding are major concerns to villagers living in rural areas. These natural disasters not only cause road blockage, cut off electricity supply, damage property but also render the urgency for emergency evacuation in distress conditions.


This summer, Yuen Long District (YLDIST) launched “Project WINDBREAK”, with a view to raising villagers’ awareness of the importance of implementing precautionary measures against typhoons and flooding. With cooperation and support from multiple government departments including the Fire Services Department (FSD), the Drainage Services Department, the Civil Engineering and Development Department, the Home Affairs Department and the Hong Kong Jockey Club Disaster Preparedness and Response Institute, a seminar was held at Yuen Long Town Hall for disseminating useful messages to village representatives and the volunteer teams.


Led by YLDIST Commander Ho Chun-chung, a group comprised of volunteers from the Police Force and the FSD, Junior Police Call Honorary Presidents and members, Senior Police Call Honorary Presidents and members, as well as Fire Safety Ambassadors visited several villages which have been highly vulnerable to typhoons and flood to distribute fortune bags. The waterproof fortune bags contain useful guidelines and gadgets in the event of evacuation.
