Some non-ethnic Chinese (NEC) reported to officers of Yau Tsim District (YTDIST) that they had received text messages from strangers, who claimed that they could help register for the Government’s Cash Payout Scheme started on June 21. The NEC were requested to provide their personal particulars such as their phone numbers, addresses and bank account details.


In a bid to prevent scammers to collect personal information illegally, YTDIST joined hands with Kowloon Mosque and Yau Tsim Mong District Fight Crime Committee (YTMDFCC) in setting up an anti-deception information booth for two days in mid-June. A delegation of about 20 people, including YTDIST Commander Yeung Man-pun, Deputy Commander Wong Chi-wai, Chairperson of YTMDFCC Ms Chan Heung-lin and volunteers from Project Gemstone, distributed anti-deception leaflets in the anti-deception information booth at the Kowloon Mosque to help the NEC better understand the registration procedures of the Cash Payout Scheme and remind the public to stay alert to scams.


As ethnic minorities might encounter difficulties during registration due to the language barrier, YTDIST collaborated with members and volunteers of Project Gemstone to render assistance to the community and to disseminate anti-deception messages. The initiative was welcomed and appreciated by Mr Mufti Muhammad Arshad, the Chief Imam of Kowloon Mosque.


YTDIST has been maintaining close contact with the NEC and Kowloon Mosque. During the COVID-19 pandemic, officers of YTDIST and members of Project Gemstone provided support to the NEC, including providing translation services at the airport to those NEC Hong Kong residents who returned from India, Pakistan and Nepal as well as delivering supplies and the Quran to those under compulsory quarantine at the quarantine centre in Chun Yeung Estate during Ramadan. The NEC residents were very grateful for the support offered by YTDIST.
