In light of a significant increase in the number of scams in the first half of 2020, Tsuen Wan District (TWDIST) launched an anti-deception campaign entitled “Project UNVEIL” in October in order to raise public awareness of scams and disseminate anti-deception messages to the community.


“Project UNVEIL” was kicked off with a video filmed by community leaders including the chairpersons of Tsuen Wan District Fight Crime Committee, Tsuen Wan Rural Committee, secondary school and primary school heads associations as well as Tsuen Wan District Junior Police Call and Senior Police Call Honorary President Councils in which they gave tips to the public to prevent various types of scams. The video was also uploaded to social media platforms and was played extensively in different places in the district for public viewing.


In a bid to enhance students’ understanding of scams, TWDIST designed a comic book covering seven common types of scams, which was distributed to more than 17 000 local primary and junior secondary students via schools as well as Tsuen Wan District Parent Teacher Association Federation. A worksheet was included in every story in the comic book. The students could enhance their knowledge of deception cases through learning. They could then share the anti-deception messages with their families and friends. TWDIST received 10 000 completed worksheets from the students through schools.


Meanwhile, Junior Police Call and Senior Police Call members distributed anti-scam comic books, promotional leaflets and souvenirs at different locations in the district. The comic book illustrated modus operandi of deception cases to the public. At the same time, banners, easy-mount frames and posters with anti-deception messages were displayed at over 130 locations in the district.


Targeting at naked chat-related blackmails, a short video clip was designed using augmented reality technology. Members of the public, by simply scanning the picture on the promotional items with their mobile phones, could watch the short video clip on the theme of naked chat-related blackmails.
