The Cyber Security and Technology Crime Bureau (CSTCB) signed a Memorandum of Understanding (MoU) on research and development (R&D) collaboration and talent development with the University of Hong Kong (HKU) on March 18. The MoU aims to foster partnership by having joint R&D collaboration and capacity building with a view to combating crimes and/or illicit activities relating to cyber security and technology crime in Hong Kong.


The agreement was signed by Chief Superintendent of CSTCB Dr Law Yuet-wing and the Head of Department of Computer Science from HKU Professor Lam Tak-wah. Also attending the signing ceremony were Senior Superintendent Lam Cheuk-ho and officers of CSTCB, as well as HKU’s cyber security research group leader Professor Yiu Siu-ming and core members, and Hong Kong Applied Science and Technology Research Institute’s Acting Co-Chief Executive Officer cum Chief Technology Officer Dr Hui Chi-kwong.


The MoU provides a framework for the R&D development of cyber projects through joint efforts in conducting cyber security research, providing technical advice and formulating possible technical solutions to combat technology crimes and cyber threats. This project also provides a training opportunity for police officers to enhance their research and development capabilities and their ability to use advanced technology to combat technology crimes.


The MoU not only marks a milestone for closer collaboration between the Force and HKU, but also signifies the Force’s commitment to maintaining liaison with scholars and academic institutions to boost technical capability and pursue excellence in the cyber security training.
