The Traffic Branch Headquarters (TBHQ) expanded the e-Ticketing Pilot Scheme on March 16, 2021 to cover the issuance of fixed penalty tickets against traffic moving offences (Pol. 570), which has been first implemented by regional traffic officers. Officers make use of the “e570” mobile application installed in official mobile phones to capture the data of both offending vehicles and drivers and print the Pol. 570 with portable printers on the spot.


Collaboration has been sought with the Transport Department. An encrypted QR code is imprinted on newly issued and renewed driving licences to facilitate extraction of offending drivers’ data for the issuance of tickets. To issue a ticket, the issuing officer can scan the QR code of both the vehicle licence and driving licence to extract the particulars of both the offending vehicle and the driver. The “e570” mobile application will then automatically import information such as date, time and the issuing officer’s details whilst GPS location will also be generated automatically. The issuing officer can also take photos or record videos to capture details of the offence for evidential purpose.


The “e570” mobile application is also equipped with an e-record function. The officer can input details related to the ticket by keying in the words or using voice-to-text software and draw a sketch to describe the circumstances about the offence. The e-record can be converted into a text file to facilitate the preparation of a statement. Upon completing the e-record, the officer only needs to make a brief record in his or her police notebook.


TBHQ has offered training to all officers participating in the pilot scheme to equip them with the knowledge and skills to issue the Pol. 570 by the “e570” mobile application. Officers can also obtain more information on the scheme through the hexagon of “e-Ticketing” on Police Intranet.
