Commissioner Siu Chak-yee appointed five psychiatrists as Honorary Consultants of the Police Negotiation Cadre (PNC) and the outgoing Officer Commanding of PNC (OC PNC) Wong Kwong-hing as the cadre’s Life Honorary Consultant on December 1.


PNC provides round-the-clock negotiation support for the Force in various crisis situations. As subjects may be in different mental states, PNC members’ capability in accurately understanding their psychological conditions would be conducive to effective negotiation. In order to strengthen the professional support to the cadre, PNC invited five psychiatrists, namely Dr Chan Man-lui, Dr Lai Tai-sum, Dr Lam Mei-ling, Dr Leung Wai-ching and Dr Liu Kwong-sun, to join the cadre as Honorary Consultants. The Commissioner presented the Certificates of Appointment to them and thanked them for supporting the Force by providing professional assistance to the cadre and enhancing its negotiation training.


The Commissioner also appointed Senior Superintendent Liauw Ka-kei as the new OC PNC, to succeed retiring Chief Superintendent Wong Kwong-hing. In order to continue passing on the valuable negotiation experiences Wong Kwong-hing accumulated in the past 22 years, the Commissioner appointed him as the Life Honorary Consultant to carry on his support and guidance to PNC. The Commissioner presented the Certificates of Appointment to them and thanked them for their efforts in successfully fostering the professional image of PNC and enhancing public recognition of the Force over the years.
