To support frontline officers in managing Temporary Holding Area (THA) in a better manner, Major Systems Division (MSD) of Information Systems Wing (ISW) has re-designed the Case Management and Investigation System (CMIS) to streamline procedures. The new CMIS functions for THA management were launched on June 15. Through the ID document scanner, warrant card reader and QR code wristbands, the information and movements of the detainees are automatically documented for much faster and accurate recording procedures. Moreover, the search function on the dashboard which provides real-time updates of the detainees’ movements enhances the officers’ awareness of the situation in arrest operations.


MSD has conducted three rounds of train-the-trainer workshops since May, having helped over 160 frontline officers familiarise with the new functions. The innovative features have passed the tests in two joint exercises held by Kowloon West Region and Hong Kong Island Region.


The new features have attracted positive feedback from the users. “The ID document scanner greatly speeds up the data input process. Officers no longer need to make records on a whiteboard while the new dashboard allows officers to grasp the latest status of THA,” said Police Constable of Organised Crime and Triad Bureau Lam Pui-kei. The attendees also found the workshops and e-learning package very useful. They were particularly interested in the 3D simulation videos, which visualised the THA operation environment for the viewers to understand the new system. The training videos have been uploaded to P-TV.
