Shatin District (STDIST) has launched Project STAR in Tin Sum Division (TSDIV) in May to upgrade the capability and morale of the Report Room (RR) staff with a view to optimising the service quality therein.


To ensure that reported cases are properly followed up, STDIST has designed a STAR Form to record cases with special interests and cases for which no official reports have been created after being preliminary enquired by officers. Patrol Sub-unit officers who often need to relieve RR duties are arranged to practise in RR. Officers are encouraged to self-study programmes in the CERT or attend courses related to the RR system for enhancing their professional knowledge. RR officers will give STAR Cards to members of the public who have filed a report to provide the latter with information about reporting cases. A Knowledge Management Corner is also set up in the RR for officers to share the latest information, procedures and cases related to RR duties. STDIST has also adopted a complimentary system comprising individual and team levels. Under the system, the District management will present awards and letters of compliment to boost staff morale.


As a major consultant of Project STAR, Duty Officer of Tin Sum Report Room Leung Siu-wai said, “The work at front desk of RR is people-oriented. The officers’ performance is an interlocking factor with service quality. The Project facilitates optimisation of services in RR.” The overwhelmingly-supported Project STAR will be expanded to other divisions of STDIST in the third quarter of 2022.
