The Force’s overseas development training and visits have been suspended because of the pandemic. With its recent improvement, the Force sent Senior Superintendent of the Information Systems Wing Swalikh Mohammed to join the 2021/22 International Action Learning Group (IALG) and the 15th Pearls in Policing Conference (Pearls Conference).


Swalikh Mohammed joined the first virtual seminar of IALG in November 2021 and physically attended the second and third seminar at The Hague, the Netherlands and Bern, Switzerland in May and June 2022 respectively with other high level police representatives from 23 countries/regions to provide recommendations and strategies to fight against organised crime. He also attended the 15th Pearls Conference themed “Change as the New Normal: Policing Diverse and Complex Societies”. He highlighted the importance of global partnership between public and private sectors against organised cyber crimes. Swalikh Mohammed and other members of IALG developed a model to address organised crime for law enforcement agencies to identify potential threats and target criminals at source through tracing their resource flow. The model and recommendations provided by IALG were well received by the organiser, Pearls delegates and invited experts.


IALG and Pearls Conference focus on major issues in policing from a macroscopic perspective to explore the way ahead. Swalikh Mohammed feels honoured to attend the events in person and finds them rewarding. He also believes that participation in international policing conferences helps the Force create a positive image.


Pearls in Policing is a global think tank which brings together annually law enforcement leaders from various regions of the world and international organisations to discuss policing challenges on different themes.


Hong Kong Police College will keep contact with its police training partners abroad. Overseas development training courses and visits will be resumed in an orderly manner in response to the epidemic and training needs of the Force’s officers.
