The Railway District (RAILDIST) conducted a cross-departmental counter-terrorism (CT) exercise codenamed “HEAVENCHORD” (the Exercise) jointly with the MTR Corporation Limited (MTRC), Fire Services Department (FSD), Explosive Ordnance Disposal Bureau (EOD) and Emergency Unit of New Territories South (EU NTS) at Kwai Hing MTR station on July 23.


The Exercise simulated terrorists launching a chemical, biological, radiological and nuclear (CBRN) attack at the MTR station. MTRC staff reported the case to the Police immediately and helped RAILDIST officers evacuate passengers in the station. Officers of Railway Response Team and EU NTS arrived at the scene swiftly and subdued the terrorists. Subsequently, officers from EOD and FSD came to handle the chemical and conduct decontamination procedures for the wounded and infected at the scene.


In addition to testing frontline officers’ response abilities to emergencies and CBRN incidents, the Exercise strengthened the operability of cross-departmental decontamination procedures and measures of response between the Force and FSD, and enhanced the formations’ communication and coordination with the MTRC.
