The Civil Service College and School of Government of Peking University held the inauguration ceremony of the first Master’s Degree in Public Policy Programme for senior civil servants of the Hong Kong Administrative Region (HKSAR) at Peking University on September 28. The Chief Executive Mr John Lee took part in the ceremony visually online.


The programme held especially for civil servants of HKSAR is co-organised by the Civil Service Bureau and Peking University with the assistance of the Hong Kong and Macao Office of the State Council (HKMAO). It aims to enhance the sense of national identity and strategic vision of civil servants, and to strengthen their integrated leadership capabilities for public administration. Each programme lasts two years. The participants will attend Peking University on a full-time basis throughout the first year, and then return to their workplaces in the second year to complete the rest of the programme in their spare time. The first programme is attended by 14 officers from different government departments of HKSAR, including Senior Superintendent Cheung Lap-ho, representative of the Force.


Cheung said that the study facilitated his understanding about the positioning and development of the country’s internal affairs and foreign policies from multiple perspectives, as well as the achievements and challenges to be encountered in the implementation of public policies. Outside the classroom, the participants were arranged to take part in a series of activities to enhance their understanding of national affairs and society, and were invited by HKMAO to attend the National Day Reception at the Great Hall of the People to feel for the life in the capital city, and the rapid and powerful development of the nation. The programme enables the participants to conduct in-depth study on the experience of the nation’s development, and apply such experience in building Hong Kong and contributing to the country in their respective areas of work.
