Kwai Tsing District (KWTDIST) conducted a cross-departmental counter-terrorism (CT) exercise codenamed “WAYMAKER” (the Exercise) jointly with Patrol Sub-unit of Tsing Yi Division (PSU TYDIV), Emergency Unit of New Territories South (EU NTS), Police Tactical Unit F Company (PTU F COY), Counter Terrorism Response Unit (CTRU), Patrol Sub-unit of Marine Harbour Division (PSU MHDIV), Small Boat Division (SBDIV), Kwai Chung Auxiliary Police Force and the Hong Kong International Terminals (HIT) at No. 8 and 9 Container Terminal, Kwai Tsing on October 27.


The Exercise simulated terrorists launching an attack with bomb threat and hostage seizure at the container terminals. The HIT staff reported the case to the Police immediately and helped TYDIV officers to locate the whereabouts of the terrorists. Officers of EU NTS swiftly arrived scene to subdue a terrorist on board a vehicle and handled an office building with suspected improvised explosive device. With the assistance of PTU F COY, Affected Person Processing Unit was set up with one of the terrorists who disguised as victim being subdued. Subsequently, officers from CTRU, PSU MHDIV and SBDIV arrived at the scene and subdued the remaining terrorist.


In addition to enhancing the capabilities and readiness of frontline officers in responding to emergencies and bomb threat incidents, the Exercise strengthened the communication and coordination between the formations and HIT. Officers from Inter-departmental Counter Terrorism Unit were also invited to deliver a sharing on counter terrorism concepts, including “Run, Hide, Report” and “Spot and Report”, to Kwai Tsing District Officer Mr Huggin Tang, members of Kwai Tsing District Fight Crime Committee and members of Police Mentorship Programme.
