The Hong Kong Police College (HKPC) was invited to attend the Chiefs of Police Academies Sub-forum of the first Global Public Security Cooperation Forum (Lianyungang) held by the Ministry of Public Security on November 30, 2022. Due to the pandemic, the forum was held physically and online at Lianyungang, Jiangsu Province. Totally, 44 police training institutions from Hungary, Argentina, Korea and Malaysia etc., participated in the forum.


The theme of the forum was “Strengthening Cooperation among Police Academies to Improve Security Governance Capacity”. Director of HKPC Wong Chung-chun, gave a keynote speech online on “Effective Training and Efficient Collaboration to meet Emerging Challenges”, outlining the optimal use of learning technologies and collaboration with Mainland and overseas training institutes. HKPC will continue to strive for strategic partnership and to strengthen effective police training collaboration with our Mainland and overseas counterparts to enhance the Force’s global status and better prepare our workforce to meet emerging challenges.


The forum, which was established by the Ministry of Public Security in 2015 and undertaken by the Jiangsu Provincial Public Security Bureau and Lianyungang Municipal Government, endeavours to establish a platform for dialogue and global cooperation with “Cooperative Security for Common Prosperity” as its core value. So far, over 300 delegates from 62 countries and jurisdictions have participated in the forum. The forum also aligns with the international trend and development to build up a platform for broader communication and collaboration among delegates from all over the world.
