Police College held two seminars titled “Spirit of Two Sessions” on April 3 for its Management Development Programme. Hong Kong members of the National Committee of Chinese People’s Political Consultative Conference (CPPCC) Mr Tsang Wai-hung and Mr Lau Yip-shing were invited to be the keynote speakers. Commissioner Siu Chak-yee, together with more than 120 regular and auxiliary officers ranked at superintendent or above, and their civilian equivalents, attended the event.


Mr Lau analysed the functions and spirit of the second annual session of the 14th National People’s Congress and the second session of the 14th CPPCC National Committee (Two Sessions), and briefed on the key points of the reports on the Supreme People’s Court and the Supreme People's Procuratorate, as well as their inspiration for the Force. He pointed out that the emphasis of the Two Sessions was to grasp high-quality development as the tenet of the new era. The Force must shoulder the responsibility of co-ordinating high-level security to provide a solid foundation for high-quality development.


Mr Tsang then expounded from a political and ideological perspective on the important principles for balanced and democratic participation in the Mainland. He also introduced Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. He focused on explaining the four “consciousnesses”, namely being conscious in enhancing political integrity, thinking in big-picture terms, following the core leadership and keeping in alignment with the Central Party policy. He encouraged the Force to constantly strengthen these “four consciousnesses” to implement the spirit of the Two Sessions for promoting the construction of a new security pattern, as well as injecting strong motivation and making more contributions to safeguarding national security and enhancing the prosperity and stability of Hong Kong.


The keynote speakers then exchanged opinions with the participants. The officers commented that they benefited very much from the rich content of the lecture.
