Since its launch in 2022, the Youth Crime Prevention Booklet received wide acclaim in the education sector and among parents, and became a vital resource in youth crime prevention education. The Public Relations Wing (PR Wing) has published the fourth edition – Youth Crime Prevention Booklet (2025 Edition) (the Booklet) this year which reflected the latest crime trends and incorporated advice from several frontline professionals, aiming to assist teachers and parents in identifying risks that young people may face, intervening early and guiding them to keep clear of unlawful conduct.


The Booklet spotlights five major youth crime issues, including Etomidate, Online Child Sexual Grooming, Deception and Money Laundering, Theft, as well as Bullying. New sections have also been introduced, including “Debunking the Myths”, “A Social Worker’s Perspective” and “Youth Reflections”.


For the new edition, collaboration continues with the Education University of Hong Kong to provide a bilingual teaching kit. Partnership was also established with the Hong Kong Federation of Youth Groups for the first time concerning the addition of counselling and rehabilitation dimensions to make the teaching resources even more suited to the needs of the school and community. A series of crime prevention videos was also produced to help teachers to enhance the anti-crime awareness and vigilance of the students.


Commissioner Chow Yat-ming emphasised, “Youth crime prevention education requires the concerted efforts of all sectors of the community. While progress has been made, sustained and dedicated efforts are still needed so that every young person can cultivate law-abiding awareness and develop healthily.” He remarked that fostering proper values in the younger generation not only helps prevent youth from breaking the law but also teaches them how to protect themselves from becoming victims.


Distribution of the new Booklet is currently underway across primary and secondary schools, school sponsoring bodies and youth service organisations throughout Hong Kong. Copies are also available at public libraries for borrowing. They are also available at the Police Officers’ Club as well as the Police Sports and Recreation Club for free distribution. The public may access the electronic booklet, crime prevention videos and teaching kit from the websites of the Force, the Education Bureau and Hong Kong Education City, or by scanning the QR codes for online content and related educational resources.
