The Road Management Office of Traffic New Territories North (T NTN), the Transport Department (TD), and the Civil Engineering and Development Department (CEDD) received Team Award at the 28th Ombudsman’s Awards Presentation Ceremony held on November 18.


The award-winning project was the oversized bridge segments delivery for the Fanling Bypass Eastern Section. The bridge, constructed with ultra-high-strength steel, is the first of its kind in the world. The components were prefabricated in the Chinese Mainland, shipped to Tuen Mun by sea, and then transported by trucks to Fanling. As the bridge sections exceeded the width limits of certain roads, the transportation was highly challenging. The three departments worked closely together, with T NTN assisted in planning the preliminary route and conducting risk assessment, as well as providing on-site escort and traffic coordination to ensure public safety and minimise the impact to traffic.


The Office of The Ombudsman commended the team for demonstrating the spirit of “One-government”, responding flexibly to an unprecedented transportation scale, and balancing engineering needs with public interests.
