The Cyber Security and Technology Crime Bureau (CSTCB) conducted a series of events to disseminate the latest trends in cybercrime and anti-scam knowledge to international organisations with offices in Hong Kong, government departments and academia, demonstrating its proactive approach in preventing and controlling technology crimes.


Chief Superintendent of CSTCB Lam Cheuk-ho delivered a keynote speech at the “International Symposium on Digital Fraud Prevention and Detection” held at City University of Hong Kong on September 18, 2025, which was also attended by experts from various sectors. As the Chairperson of the International Criminal Police Organization Cybercrime Expert Group, he analysed the trend of digital fraud development as an industry and the complex operational models of transnational fraud syndicates. Lam Cheuk-ho emphasised that combatting online financial crimes requires international cooperation, professional training, and coordinated cross-border law enforcement. He also shared the Force’s achievements in joint cross-border operations, asset tracing and dismantling transnational scam syndicates. He advocated for integrating criminology, psychology and social work to advance evidence-based and victim-centred anti-scam strategies.


Furthermore, Chief Inspector of CSTCB Leung Yee-tak organised a lecture for the Philippine Consulate General in Hong Kong on November 26, 2025 to introduce CSTCB’s latest projects and global trends in technology crimes. This initiative aimed to promote cross-border law enforcement cooperation through direct exchanges with foreign organisations with offices in Hong Kong and showcase the Force’s professional capabilities in addressing highly internationalised cyber threats.


On December 2, 2025, Chief Inspector of CSTCB Au Yeung Hau-ying conducted a training session for 40 management and staff members of the Inland Revenue Department, which covered global and local trends in technology crimes, cyber security threats and the latest anti-scam measures of the Force.


In response to the continuously evolving digital fraud, CSTCB will continue to enhance the cybersecurity awareness of the community through diverse educational activities, building a multi-layered cybersecurity defence net with community-wide participation.
