In the face of complicated counter-terrorism (CT) landscape, it is essential to strengthen international cooperation. The Security Wing invited Adjunct Senior Fellow at the S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore Dr Jolene Jerard, along with the delegation led by Deputy Commissioner of Police from the Royal Malaysia Police (RMP) Dato’ Azman Bin Abd Razak, to Hong Kong to co-host a CT seminar on January 15.


In the seminar, Dr Jolene Jerard introduced the STORM framework, and analysed the changing terrorism landscape in Southeast Asia from the five major aspects of Structures, Tactics, Overlaps, Risks and Mitigation Strategies. RMP’s representatives also shared the practical experience in dealing with local radicalisation, and pointed out that multi-agency collaboration was a crucial element in de-radicalisation work.


The seminar attracted around 200 Force members, as well as other member departments of the Inter-departmental Counter Terrorism Unit. The Security Wing will continue to provide diverse training for officers to tackle the ever-changing terrorism threat.
