To promote the anti-deception strategy of “Ending Deception Starts with You”, Yau Tsim District (YTDIST) launched the Anti-Deception Ambassador Programme, and appointed around 150 students from 14 primary and secondary schools as Anti-Deception Ambassadors in the 2025 academic year. On January 10 and 11, the Financial Intelligence and Investigation Bureau, YTDIST, and the Yau Tsim Mong District Fight Crime Committee held the Anti-scam and Anti-money Laundering Kick-off Ceremony in Tsim Sha Tsui, marking the beginning of a month-long anti-money laundering publicity campaign. Officiating at the ceremony, Secretary for Security Mr Tang Ping-keung and Commissioner Chow Yat-ming joined the Anti-Deception Student Ambassadors and representatives from various sectors in witnessing the power of crime prevention moving from schools into the community.


In his speech, Secretary for Security praised the Anti-Deception Ambassadors for setting an example through their actions. He also hoped that all sectors of society would continue to work with the Force to build a safe and harmonious community. The Commissioner outlined in his speech the Force’s four key strategies against fraud, namely targeting the fraud industry chain, conducting targeted publicity, optimising the Scameter+, and strengthening international cooperation. He also mentioned that the FINEST 2.0 platform jointly developed by the Hong Kong Monetary Authority and the Hong Kong Association of Banks could help combat dummy accounts more effectively. The relevant task force also addresses risks associated with money laundering.


Secretary for Security and the Commissioner presented awards of appreciation to the Yau Tsim Mong District Fight Crime Committee and several community partners. Outstanding Anti-Deception Ambassadors were also commended for their efforts and encouraged to keep promoting anti-crime messages among their peers. Attracting around 3 000 citizens, the event featured a number of themed booths set up by the Anti-Deception Ambassadors and centered on scam prevention and anti-money laundering. Among them, there was an artificial intelligence Face-Swap photo booth showcasing the power of “deepfake technology”.
