SQW


In October 2025, the Service Quality Wing (SQW) held an online meeting with ASEANAPOL to explore directions for collaboration on ethics governance. Subsequently, a delegation visited Malaysia from January 27 to 30 and attended working meetings with the ASEANAPOL Secretariat, the United Nations Office on Drugs and Crime Malaysia Office, and the Department of Integrity and Standard Compliance of the Royal Malaysia Police to further expand regional collaboration on ethics governance.


During the visit, the delegation detailed the practical experience and effectiveness of the Force’s Strategic Framework on Integrity Management, and shared the relevant experience in promoting international cooperation. The meetings focused on, among other topics, exchanging strategies and practices for building a culture of integrity, exploring measures to manage ethical risks faced by officers, and establishing mechanisms for regional cooperation in training. All parties unanimously agreed that ethics governance is an important mission for the police forces worldwide, and the systematic framework on integrity management of the Hong Kong Police Force has provided a valuable practical reference for regional partners. In addition, preliminary consensus was reached on the pathways for future collaboration, laying a solid foundation for the long-term cooperation between the Hong Kong Police and its counterparts in Asia in the field of ethics governance.


The SQW will continue to deepen international collaboration and work with regional partners to promote the development of ethics governance.


Command Cadre


Chief Superintendent of the Operations Wing Wong Chi-wing led a delegation of 13 Chief Superintendents and Senior Superintendents to the Department of Emergency Management of Guangdong Province, the Guangdong Provincial Public Security Department and the Guangzhou Municipal Public Security Bureau for an exchange visit from January 29 to 30.


During the visit to the Department of Emergency Management of Guangdong Province, both parties engaged in in-depth discussions on topics relating to major incidents. The delegation also expressed gratitude for their support and assistance during the No. 5 alarm fire in Tai Po.


In addition, the delegation visited the counter-terrorism units of Guangdong Provincial Public Security Department and Guangzhou Municipal Public Security Bureau to learn from their on-site demonstrations, operational capabilities and use of equipment.


PR Wing


On January 23, Chief Superintendent of the Public Relations Wing (PR Wing) Lam Sze-wan led a delegation to visit the Guangdong Provincial Public Security Department and Guangzhou Broadcasting Network.


The visit commenced with a tour of the Guangzhou Police History Museum and the Guangdong Provincial Public Security Department. Director of the News Center of the Provincial Public Security Department Mr Zeng Xianglong, and Deputy Director of the Intelligence Command Center Mr Zhang Feng briefed the delegation on the origins of the Guangdong Province Public Security Hotline “110” and the historical development of the Guangzhou police. The delegation, in turn, shared updates on the transformation of Police Magazine into OffBeat 120s and OffBeat 360.


The delegation then proceeded to Guangzhou Broadcasting Network, where they were received by the Deputy Director Mr Huang Chuheng who provided an in-depth introduction.


FEG


Second-in-command of the Force Escort Group (FEG) Lau Chun-ho led a delegation and visited the Traffic Police Headquarters of the Singapore Police Force from January 26 to 28.


Singapore Traffic Police officers introduced the local traffic situation, equipment and vehicles to the delegation. The delegates also shared the escort tactics and techniques as well as the effectiveness of various types of enforcement operations with the Singapore Traffic Police Special Operations Team.


On the other hand, Inspector of FEG Ip Chung-long led a ten-member delegation and visited the Traffic Department of the Macao Public Security Police Force between January 29 and 30.


The delegation met Chief Superintendent of the Macao Public Security Police Force Mr Cheong Kin-ian, after which they met the local Escort Team members for exchanges and discussions about various topics. The delegation also participated in the training of Macao Escort Team the next day.
