Commissioner visits Thailand


The Commissioner Chow Yat-ming led a delegation from the Force to visit Bangkok, Thailand, from February 3 to 5 to visit various units of the Royal Thai Police with a view to exploring further collaboration in policing and professional training, as well as expressing gratitude to the Thai police for their assistance in two serious cases that occurred in Hong Kong.


The Commissioner paid a courtesy call on the Commissioner-General of the Royal Thai Police, Police General Kittharath Punpetch on February 4. They exchanged views on issues of mutual concern and discussed ways to enhance police cooperation and intelligence sharing between the two places in order to further combat crime and jointly safeguard public order.


During the meeting, the Commissioner expressed his sincere gratitude to the Thai police for their close cooperation and efficient law enforcement in major cross-border cases, including their assistance to the Hong Kong police in arresting a suspect involved in a 1989 murder case who absconded for years.


The Commissioner also presented letters of appreciation to the Thai police, thanking them for their full support in response to a request from the Hong Kong police regarding a robbery case that occurred in June 2025, which led to the swift arrest of the suspect in Thailand.


During the visit to Thailand, the Commissioner and the delegation toured the Central Investigation Bureau of the Royal Thai Police to learn about its latest policing developments. He shared the Force's experience in smart policing, including the effective use of closed-circuit television and drones for crime prevention and investigation. They also visited the Anti-Cyber Scam Centre and the Police Education Bureau to exchange experiences with the Thai police and to explore ways to further strengthen cooperation in combatting fraudulent activities, as well as advancing professional development and training in policing.


Force and Ministry of Public Security of Vietnam sign MOU


The Force and the Ministry of Public Security of Vietnam signed a Memorandum of Understanding (MOU) on January 27 to strengthen cooperation, enhance their capabilities in combating transnational crimes, and deepen partnership and strategic collaboration.


The MOU was signed by the Deputy Commissioner (Operations) Yip Wan-lung, and the Deputy Director of Foreign Relations Department under the Ministry of Public Security of Vietnam Senior Colonel Nguyen Minh Hieu, in the presence of the Commissioner, and the Director General of Office of Investigation Police Agency under the Ministry of Public Security of Vietnam Lieutenant General Tran Minh Tien.


The Commissioner stated that amid an increasingly complex international crime landscape, such as threats from cybercrimes, cross-border scams and terrorism, the Force would continue to leverage Hong Kong’s role as a “super connector” through various international policing platforms, including INTERPOL, to proactively strengthen collaboration with law enforcement agencies across countries and regions, working together to combat crimes and safeguard global and regional security. 


The MOU sets out a framework for cooperation in combatting cross-boundary crimes, fosters professional and policing development, and reinforces the commitment of both the police authorities to strengthen collaboration and exchanges in key areas, such as criminal investigations, intelligence sharing and police training.
