To strengthen the combat against cross-boundary drug trafficking activities across the Chinese Mainland, Hong Kong and Macao, the Narcotics Control Bureau of the Ministry of Public Security launched Operation BLACKWARRIOR in 2017, combining the efforts of the drug enforcement agencies of the three regions and targeting active transnational drug trafficking syndicates operating in China. The operation has neutralised multiple cross-boundary drug trafficking networks and detected a large number of major drug cases.


On January 29, the Force hosted the Progress Conference of Operation BLACKWARRIOR at the Police Headquarters. Chaired by Director of Crime and Security Chan Tung, the conference was attended by 51 officials, including Executive Secretary-General of National Narcotics Control Commission and Director General of the Narcotics Control Bureau of the Ministry of Public Security Mr Wei Xiaojun, Deputy Director of Macao Judiciary Police Mr Sou Sio-keong and Assistant Commissioner (Intelligence and Investigation) of Hong Kong Customs and Excise Department Mr Wong Ho-yin.


The conference reviewed the results of the joint operations over the past year and exchanged information on the latest drug crime situations. The agenda covered seven thematic discussions focusing on the drug challenges commonly faced by the region. Participating delegates looked into the modus operandi of crimes and analysed the drug importation patterns to better understand the global drug situations. Through sharing enforcement experience, they explored feasible collaboration models to enhance efficiency and effectiveness of drug suppression efforts, and build a solid foundation for intelligence sharing and strategic planning in joint enforcement actions.


In the concluding remarks, Director of Crime and Security stated that in the face of the complex and evolving drug situations, the Chinese Mainland, Hong Kong and Macao should continue to strengthen cooperation, intelligence sharing, mutual assistance in case investigations and personnel training to interdict transnational and cross-regional drug-related crimes together.
