The “Good Citizen Award (GCA) Presentation Ceremony 2025”, jointly organised by the Force and the Fight Crime Committee with support from the Chinese General Chamber of Commerce (CGCC), was held at the Hong Kong Convention and Exhibition Centre on March 14, and attended by more than 600 guests. The theme of this year’s ceremony was “Good Citizen • A Flash Moment • Be United”, symbolising that many acts of bravery and good deeds can happen in an instant.
The ceremony was officiated by Commissioner Chow Yat-ming, Fight Crime Committee member Ms Cecilia Ho, and the Chairman of CGCC Dr Jonathan Choi. In his speech, the Commissioner highlighted that the GCA scheme, being one of the longest-standing and most representative recognition programmes in Hong Kong, had witnessed the city’s changes over the past half-century. Over the years, nearly 4 800 Good Citizens have been awarded, reflecting the spirit of mutual support among Hong Kong people and their willingness to stand up for what is right. This year’s ceremony also received staunch support from the CGCC, which has over 125 years of distinguished history in Hong Kong. The Commissioner remarked that the Force would continue to collaborate with members of the public, different institutions and stakeholders across the community in hopes of gathering every moment of kindness into a lasting force that safeguards our hometown.
A total of 80 GCA recipients were commended this year for assisting the Force to prevent and detect crime, arrest offenders and protect life. Six organisations received the “Good Organisation Award” for actively fulfilling their social responsibilities and working closely with the Force to promote anti-deception, crime-prevention and crime-fighting messages and national safety education. Mr Lai Koon-wong who assisted the Force in detecting a “guess who I am” scam, while the youngest was 10-year-old primary school student Tin Chak-ho who helped uncover a suspected drug case. The “Good Citizen of the Year Award” was presented to Mr Leung Ho-yin, who rescued three people from drowning by the sea during Super Typhoon Ragasa in Hong Kong last year.
In addition to presenting these awards, the ceremony also premiered the special series “A Flash Moment of Good Citizens” featuring the awardees. Members of the music group Hey Brother, namely Johnson Lee, Ben Wong, Evergreen Mak, Raymond Cho and Michael Tong, performed in the Good Citizen Drama; whereas singer Aska Cheung and Pal Sinn, along with a children’s choir and the Police Band, performed several songs to promote the spirit of “Good Citizenship” and the message of “Fight Crime Together”.
