Deputy Commissioner (Operations) (DCP OPS) Yip Wan-lung led a delegation to attend the 35th INTERPOL Disaster Victim Identification (DVI) Working Group Meeting at INTERPOL Headquarters in Lyon, France on June 2. During the meeting, they shared and exchanged insights with 227 DVI experts from 59 countries on how the Hong Kong Police Force systematically organised and carried out large-scale disaster victim search and identification operations while overcoming various challenges.


At the event, DCP OPS, together with Disaster Victim Identification Unit’s (DVIU) Officer-in-charge Cheng Ka-chun and Deputy Officer-in-charge Wong Chiu-chak, delivered a presentation titled “DVIU’s Response to the No. 5 Alarm Fire at Wang Fuk Court, Tai Po”. They introduced how the Force rapidly deployed, planned, responded, and consolidated resources in the aftermath of the fire by leveraging technology and forensic analysis to swiftly locate and identify all 168 victims, fully embodying the “One Force” spirit established across all units of the Force.


The delegation also engaged in in-depth discussions with representatives from various countries, sharing the difficulties and challenges encountered during the operation. Topics covered included the scale of the fire, on-site environment, equipment support, consolidation of information, internal communication, public expectation management, and psychological support for personnel.
