To enhance the command and decision-making capabilities of frontline commanders in major incidents and terrorist attacks, the Counter Terrorism and Major Incidents Bureau of the Operations Wing organised the 19th Incident Command Course from May 18 to 22. A total of 35 participants took part in the course, including 17 Force members and 18 representatives from emergency or law enforcement agencies in Hong Kong, the Chinese Mainland, Macao, the Philippines, Brunei, the United Arab Emirates, New Zealand, and Australia.


The five-day course covered five core modules, namely Major Incident and Information Technology, Command and Control & Railway Incidents, Maritime Incidents, Airport Incidents, and Security Operations. During the course, participants engaged in interactive lectures, case studies, and simulation exercises. They also took on the commander’s role in responding to various scenarios. Meanwhile, participants shared their practical experience in incident command from their respective regions, fostering cross-regional professional exchanges.
