Human Resources Branch of the Personnel Wing comprehensively rejuvenated the Junior Police Officer Development Programme (JDP) last year, and organised a number of activities in the first five months of this year, attracting over a thousand participants. The JDP adopted “Path to the Star” as its overarching theme for this year, with “Assuming the Leadership Role” as the theme for this quarter. The Personnel Wing introduced the flagship event, the “Inside-out Leadership” Workshop, on May 28. After selection, over 50 Elite Mentees, together with more than 30 mentors, participated in the event.


Assistant Commissioner (Personnel) cum Head Mentor Dr Law Yuet-wing encouraged mentees to push beyond their limits with the striving journey of Superintendent Dr Lai Ka-ying to becoming a payload expert. He also encouraged mentees to set clear goals, transform their mindset through establishing positive daily habits, and integrate learning and
self-improvement into their lives.


The event covered two dimensions, “Inside” and “Out”. For “Inside” mindset reshaping, Police Clinical Psychologist
Chan Yin-ling guided mentees to transform from an executor into a decision-maker. In the “Outside” hands-on session, instructors from the Probationary Inspector Training Division of the Police College established professional teams with frontline Divisional Commanders (DVCs), and led mentees through tabletop exercises and a simulated DVC monthly conference, fostering their leadership vision and judgment. The event also invited two former mentees who had “reached the star” as hosts. They encouraged the participating mentees with their striving journeys.


The Personnel Wing will continue to work with the Mentoring Cadres and collaborating Formations to establish the most appropriate development platform for mentees.
