At the invitation of the Police Cooperation and Law Enforcement Liaison Corps of Guangdong Provincial Public Security Department, the Police Negotiation Cadre (PNC), led by Chief Superintendent Li Kwai-wah, dispatched eight veteran members to Zhuhai from July 6 to 10 to conduct “Enhancement Training for Police Crisis Negotiators”. A total of 54 police officers from the Guangdong Provincial Public Security Department, eight municipal public security bureaus, and the Guangzhou Railway Public Security Bureau participated in the training.

The programme focused on security preparations for the 33rd Asia-Pacific Economic Cooperation Economic Leaders’ Meeting scheduled for November this year. It covered advanced crisis negotiation theories and scenario-based simulation exercises, with particular emphasis on strengthening frontline police officers’ competencies in crisis negotiation and stress management during major public events.

In his speech, Li Kwai-wah underscored that, beyond ensuring the safety of dignitaries and the public, protecting colleagues’ and personal psychological well-being is equally vital in large-scale security operations. He urged participants to uphold the values of “Passion, Nobility and Commitment” and embody the motto “Who Cares Wins” while applying their expertise during the meeting.

This training has further deepened Guangdong-Hong Kong policing collaboration and contributed to building a more robust security framework for the upcoming event.
