“Together, We Fight Against Drugs”
GBA (Hong Kong and Shenzhen) Youth Anti-Drug Cultural Exchange Programme 2026
The Leadership Institute on Narcotics (L.I.O.N.), in partnership with the Hong Kong Shenzhen Youth Association and the Narcotics Control Department of the Shenzhen Municipal Public Security Bureau, organised the “Together, We Fight Against Drugs” Greater Bay Area (GBA) (Hong Kong and Shenzhen) Youth Anti-Drug Cultural Exchange Programme 2026 from July 16 to 18. Led by Chief Superintendent of Narcotics Bureau (NB) Ng Kwok-cheung and Principal President of L.I.O.N. Mr Kerry Wong, nearly 120 mentees and mentors travelled to Shenzhen and Dongguan for a three-day, two-night exchange activity.
On the first two days of the exchange programme, mentees visited Baidu’s Apollo Technology R&D Centre in Shenzhen, the Shenzhen Science & Technology Museum, as well as the Opium War Museum and the Sea Battle Museum in Humen, Dongguan, to learn about the development of the intelligent industry and the anti-drug pioneer Lin Zexu’s spirit of opium destruction.
On the third day, mentees engaged in in-depth dialogues with the Shenzhen Anti-drug Pioneers. Youths of the two places exchanged anti-drug souvenirs and delivered keynote speeches to express their shared determination to combat drugs. That day also featured an award presentation ceremony for an anti-drug creative short video competition for youths of the GBA. Several teams of L.I.O.N. received awards, including the top honor - the “First Prize” - and the “Best Creativity Award”. Afterwards, mentees of the two places also participated in debate competitions on topics such as anti-drug policies and the effectiveness of anti-drug campaigns.
Mentees unanimously expressed that the exchange programme not only deepened their understanding of the country’s anti-drug policies and the latest national development, but also sparked innovative ideas for anti-drug publicity and education. They pledged to uphold the spirit of “Drugs? Never, ever!” to build a drug-free Hong Kong, and work hand in hand with the Shenzhen counterparts to construct a united front against drugs in the GBA.
Narcotics Command Course
The NB conducted the Narcotics Command Course 2026 from July 6 to 10, with 28 narcotics commanders from the Chinese Mainland participating. The course included exchange of professional knowledge and sharing of practical experience, covering various topics in the field of anti-drug enforcement, with the aim of enhancing capabilities in tackling cross-boundary drug issues.
The course provided a platform for law enforcement officers to exchange anti-drug experience, enhance their professional competence, and strengthen collaboration among anti-drug units across the country, thereby laying a more solid foundation for deeper cross-boundary cooperation in the future.
