Force and Korean National Police Agency sign MOU
Commissioner Chow Yat-ming led a delegation of the Force to Seoul, Korea, from July 28 to 29, where they visited various local police units and signed a Memorandum of Understanding (MOU) with the Korean National Police Agency (KNPA).
The delegation visited the Police Human Resources Development Institute and the Korean National Police University on July 28 to learn about the latest developments in police training, leadership development, and professional education by the Korean police, and to exchange experiences on talent cultivation and modern policing management.
On July 29, the delegation met with the Acting Commissioner General of the KNPA Mr Yoo Jae-sung to share insights on law enforcement issues of mutual concern and to explore opportunities for further deepening collaboration. Following the meeting, the Commissioner and Mr Yoo, representing the Force and the KNPA respectively, signed an MOU to establish a cooperation framework to strengthen joint efforts against cross-border crimes, including drug trafficking, human trafficking, cybercrime, and money laundering, while fostering intelligence exchange, capacity building, and professional training. The MOU will further enhance both sides' capability to address the challenges posed by regional and international crime.
The Force and the KNPA signed an MOU in 2015 and have since maintained close cooperation in areas including anti-deception efforts, large-scale event management, and police capacity building. The signing of the new agreement underscores both sides' commitment to deepening collaboration in addressing emerging crime trends. Beyond enhancing public safety and crime-fighting capabilities in both jurisdictions, the agreement will leverage the partners' networks to build a broader platform for law enforcement cooperation across the Asia-Pacific region.
The delegation also visited the Seoul Metropolitan Police Agency and the cybercrime investigation unit to learn about the latest local policing work and developments, as well as the most up-to-date strategies for combatting technology crimes and addressing emerging cyber threats. The two sides also shared experiences on leveraging innovative technologies to enhance law enforcement effectiveness.
Force representatives attend 44th ASEAN Chiefs of Police Conference
Force representatives attended the 44th ASEAN Chiefs of Police Conference in Manila, the Philippines, from July 22 to 23, as part of the delegation led by the Ministry of Public Security of the People’s Republic of China. The conference aimed to strengthen regional cooperation in addressing transnational crimes and emerging security challenges.
Themed "United in Vision: Securing People and Strengthening Collaboration", this year's conference brought together chiefs of police, senior law enforcement officials, dialogue partners, and representatives of observer organisations from the member states of the Association of Southeast Asian Nations (ASEAN). Participants discussed emerging crime trends, exchanged views, and established cooperation frameworks, with a shared commitment to strengthening transnational crime-fighting capabilities and safeguarding regional security.
Assistant Commissionfer (Operations) (ACP OPS) David Jordan, accompanied by two officers, met with representatives from law enforcement agencies (LEAs) across various countries and regions to exchange views on strengthening efforts against cross-border crime, enhancing cross-border coordination, and optimising arrangements for joint law enforcement operations. They also held bilateral meetings with several senior law enforcement officials, including the Director of Management of the Royal Malaysia Police Dato' Sri Abdul Aziz bin Abdul Majid; Assistant Commissioner of the Royal Brunei Police Force Haji Azree bin Haji Abdul Manaf; Senior Superintendent of the Indonesia National Police Mr Fibri Karpiananto, and the Commander of the Foreign Affairs Division of the Royal Thai Police and the Head of the INTERPOL National Central Bureau in Bangkok Police Major General Jaturapat Bhiromkaew. The meetings underscored substantive exchanges on cooperation to combat
cross-border crime, strengthening intelligence exchange, and promoting closer operational collaborations.
The Force will continue to promote policing innovation and regional law enforcement collaboration through various international policing platforms, including the INTERPOL, to strengthen cooperation with LEAs across various countries and regions, particularly in Asia, and make positive contributions to safeguarding global and regional security.
