As part of the stress tests ahead of the commissioning of the new Huanggang Port, New Territories North Region (NTN), in collaboration with the Fire Services Department, Transport Department, Highways Department, Government Property Agency, Hong Kong St. John Ambulance, the Kowloon Motor Bus Co. (1933) Ltd. (KMB) and Flip Flop Towing Rescue Limited, conducted an inter-departmental major incident exercise, codenamed QUICKSKILL, at the approach road to the Port on August 15. The exercise aimed to test the capabilities of handling emergencies in a high passenger and vehicular flow environment.
The exercise simulated a serious multi-vehicle traffic accident, which resulted in multiple casualties and vehicle fires, causing a complete blockage of the northbound lane. The Force and other relevant departments immediately activated a traffic contingency plan, implementing single-lane two-way and intermittent traffic arrangements on the southbound lane to and from the Port, to ensure the effective operation of the facility. Additionally, officers from the participating departments swiftly arrived at the scene to carry out rescue operations, and established a command post and a casualty triage station. The Force also deployed a drone to transmit real‑time imagery and data to the command post, enhancing the situational awareness of the commanders.
As the world’s largest land boundary control point, the new Huanggang Port will handle extremely high volumes of passengers and vehicles in the future. NTN expected that this exercise will further strengthen coordination and operational efficiency among all stakeholders, thereby ensuring the smooth operation of the Port.

Kowloon West Region (KW) conducted a major incident exercise codenamed “ROARCRUSH” inside the tunnel of Central Kowloon Bypass (Yau Ma Tei Section) on August 18 to enhance the emergency response capabilities of frontline personnel in handling major incidents occurring at critical transport infrastructure.
Lasting approximately one hour, the exercise simulated a severe traffic accident inside the tunnel involving multiple private cars and a double-decker bus, resulting in numerous casualties. More than 130 personnel from various units participated in the exercise, including the Force, Fire Services Department, Transport Department, Civil Aid Service, Chun Wo Tunnel Management Limited and the KMB.
During the exercise, participants demonstrated effective communication and close collaboration, swiftly arriving at the scene to carry out emergency operations such as casualty rescue, traffic control and evacuation. The exercise strengthened inter-departmental collaboration, ensuring a rapid and proper response to large-scale emergencies in the future.
CDIST
Central District (CDIST) and Regional Crime Prevention Office of Hong Kong Island, in collaboration with the banking sector of the area, held exercises on July 21 and August 5 respectively, simulating armed robberies involving firearms and explosive substances. On the other hand, the Peak Police Station joined forces with the Peak Tramways Company Limited, the Victoria Peak Fire Station and the Electrical and Mechanical Services Department to conduct an exercise on August 4, simulating a landslide which happened under extreme weather conditions requiring the emergency evacuation of peak tram passengers by the participating units.
During the exercises, officers of CDIST also explained the advisory of “Run, Hide, Report” to the participating units, thereby strengthening the risk awareness and response capability of the banking and transport sectors.
