The Junior Police Call (JPC) Annual General Meeting (AGM) 2025 cum the opening ceremony of the JPC Summer Camp 2026 was held on August 18 at the JPC Permanent Activity Centre in Pat Heung. The ceremony was officiated by the Deputy Chief Secretary for Administration Mr Cheuk Wing-hing; the Secretary for Security cum JPC Honorary Chief President Mr Tang Ping-keung; the Commissioner cum JPC Honorary Deputy Chief President Chow Yat-ming; and the Assistant Commissioner (Public Relations) (ACP PR) cum Chairperson of the JPC Central Advisory Board (CAB)

The AGM was chaired by ACP PR, with over 180 guests in attendance. Certificates of appreciation were presented to 15 Honorary Presidents, representatives of 29 school clubs, one school club instructor, and 20 volunteer instructors in recognition of their support for the JPC. In addition, 17 Advanced Leaders received outstanding awards.
Addressing the AGM, ACP PR said that over the past year, the JPC has particularly strengthened elements of “national security” and “patriotic education” to foster a sense of responsibility towards the country among the younger generation. At the same time, through various innovative technology and experiential activities, the JPC has broadened members’ understanding of cutting-edge technology and stimulated their innovative thinking.
He expressed gratitude for the support and selfless contributions of the CAB, the Honorary President Councils, and various stakeholders, and looked forward to continuing working hand in hand with all sectors to nurture more outstanding youth leaders and crime-fighting partners.
The opening ceremony of the JPC Summer Camp 2026 followed immediately after the AGM. Themed “Exploring a New Chapter”, the camp featured activities such as national security information sharing, card games incorporated with technology crime knowledge and investigative elements, as well as adventure-based exercises. The two rounds of four-day, three-night summer camps attracted over 200 JPC members.
Addressing the opening ceremony, the Secretary for Security Mr Tang Ping-keung said that over the years, the JPC has nurtured numerous young leaders for Hong Kong with a strong sense of social responsibility and proper values. He expressed gratitude to the JPC CAB, JPC Honorary Presidents from various districts, supporters from all sectors, and members of the Force for their continuous support and contributions.
He encouraged JPC members to fulfill three key roles through the summer camp activities, namely, “anti-scam experts” - to acquire anti-scam knowledge and heighten their awareness of technology crimes through card games; “anti-drug ambassadors” - to say “no” to drugs and safeguard themselves and people around them; and “national security pioneers” - to deepen their understanding of national security and promote the message that safeguarding national security is everyone’s responsibility.
He also mentioned that this year marks the beginning of the National 15th Five-Year Plan and that the country’s development creates boundless opportunities for young people. Citing the example of Dr Lai Ka-ying, Hong Kong’s first payload expert, he encouraged participants to pursue their dreams with courage and seize opportunities to contribute to the country and Hong Kong in the future.
After the opening ceremony, the guests visited the Summer Camp activities and interacted with JPC members.
