JUNIOR police officers (JPOs) will soon be living in larger and better quality quarters, as the purpose-built JPO quarters built in the 1960s are now considered substandard in terms of design, finishing and facilities. In line with these strategies, the Force has agreed to give up five existing JPO sites consisting of 3,133 quarters (ranging from 'K' to 'H' grade) to the Government in exchange for new quarters built on other sites. The five police married quarters sites are Tin Kwong Road (716 units), Old Wong Tai Sin (791 units), Cheung Sha Wan (826 units), Kennedy Town (686 units), and Wong Hau Shan (114 units). Said SP Cheung: "The new quarters projects have been approved by the Public Works Sub-Committee. A total of 3,952 new quarters (185 for officer grade and 3,767 for JPO grade) will be built at four new sites located at Lee On Road, Kwun Tong (2,220 units), Hong Ning Road, Kwun Tong (584 units), Lai Chi Ling Road, Lai King (608 units), and West Kowloon Reclamation (540 units)." The grades of these new quarters range from 'H' to 'CD' with the majority (92 per cent) 'G' or 'F' grade. All flats will have three bedrooms, modern finishing and recreation and sports facilities. About 90 per cent of the new quarters will be allocated to the police Force, resulting in a net gain in the overall supply of JPO quarters after the swap between the new and old quarters. Said SP Cheung: "Once these new quarters are completed (projected completion dates are between early and mid-2001), residents of the five old quarter sites will be relocated and the sites released to the Government for sale." In addition to the four new quarters projects, two more projects are at an early planning stage. One is to build some 300 JPO quarters in Tuen Mun while the other is to build about 300 JPO quarters in Tung Chung. These two projects have yet to be approved by the Government. SP CHEUNG said that maintenance of police married quarters is the primary responsibility of Architectural Services Department and Electrical Services Department. The procedure is stipulated in Force Procedure Manual 62-07 and a request for normal repair of JPO purpose-built police married quarters must be reported on site to the Private Management Agency which will complete a report form GF 282 and forward it to Architectural Services Department or Electrical Services Department as appropriate. A request for normal repair of JPO purchased quarters must be made on GF 282 by the officer concerned and submitted to the Police Quartering Division, which will forward the form to the appropriate department. (A request for emergency repair should be made to the department concerned via 24-hour hotlines for immediate action, after which the GF 282 form must be completed). Complaints relating to maintenance matters after submission of GF 282 must be sent in writing to Police Quartering Division, which will then pursue the matter with the of Architectural Services Department or Electrical Services Department. TO illustrate their determination to curb the sales of
obscene VCDs police recently destroyed 10,300 obscene video compact discs (VCDs) in the
Tseung Kwan O landfill.
Speaking before the 30 April destruction of the seized obscene VCDs, Assistant Divisional Commander (Administration), Tsuen Wan, Chan King-pui, said that the VCDs were seized by the Special Duty Squad, Tsuen Wan in special operations conducted in the district over the last six months. Thirteen pornographers arrested in connection with the seizure were found guilty of selling obscene VCDs and the court ordered the seized obscene VCDs destroyed. |
Police were only to happy to carry out the court order and destroyed the VCDs valued at $618,000. In conjunction with the Environmental Protection Department, police used a compactor to crush the VCDs into pieces and buried them in the mud of the Tseung Kwan O landfill. Mr Chan pointed out that after sustained efforts to crack down on the sales of obscene VCDs in Tsuen Wan, the condition is being contained. In 1997, there were 81 people arrested in connection with the seizure of 47,917 copies of obscene VCDs with a total market value of about $2,875,020. "There are fewer shops selling obscene VCDs openly in the Tsuen Wan district, as police continue to monitor the situation closely and will take action when necessary," Mr Chan said. Meanwhile, police officers in Wanchai believe they have smashed a distributing centre following the arrest of a 22-year-old man last month and the largest seizure of digital video discs (DVD) and obscene video compact discs since last year. During a search of a premises in Fanling, officers seized about 5,000 obscene digital video discs and 15,000 obscene video compact discs with a market value of $2 million. Investigations revealed that the premises had served as a packing centre and distributing obscene VCDs and DVDs to retail outlets mainly in Wanchai and Mongkok. |

THE crew of Marine Region's PL 54A got more than
they bargained for last November 13, when their launch arrived south of Lamma Island to assist a
pregnant woman on a fishing vessel.
After a difficult night-time transfer, which required the use of the launch's paraguard stretcher, the mother soon went into labour and the crew found themselves assisting in the delivery. Fortunately, with the assistance of an arriving ambulance crew, the mother gave birth to a healthy baby boy alongside the Marine South Divisional Base in Aberdeen. As a token of his appreciation, last month (April 4) the grateful father, Mr Ng Ping-chuen, presented banners to DVC MSDIV, Alasdair Watson, and the SUC PL 54, Tsang Yat-yau, in the MPDIST Officers' Mess.
