Smoother accounting for One-Line Vote
Fund controllers may have noticed their monthly financial reports have changed since April. As you may know, the Force has been selected as one of the pilot departments (along with the Treasury, the Intellectual Property Department, the Civil Service Training and Development Institute, and the Office of the Ombudsman) to exercise the One-Line Vote system in the 1999-2000 financial year.
To facilitate the implementation of One-Line Vote, the Information Systems Wing has made a significant enhancement of the Force's
Accounting and Financial Management System (AFM).
The enhancement is divided into phases, the first completed successfully in August.
In phase one, all financial reports and financial inquiries were changed to support the new subhead convention - Subhead 000 Operational Expenses.
Now fund controllers will pleasantly find the recurrent expenditure (except Rewards and Special Services and Expenses for Witnesses, Prisoners and Deportees) for operating the department are grouped under the new subhead 000.
So fund controllers can easily locate the funding under their control to expedite their decision-making process in resources management and to optimise productivity gains between various divisions.
Under the next phase, now being planned, fund controllers, District Commanders (or equivalent) will be able to manipulate their own annual budget more efficiently through the AFM system.
