CSP Administration changes improve management structure

Six Chief Superintendent Administration posts will be frozen from next year in a move that will improve management structure without leading to redundancies.

Commissioner of Police Eddie Hui Ki-on recently announced the move, the result of a study into the duties and responsibilities of the Regional CSP Administration posts.

It was decided to freeze the five land Regional CSP Administration posts and the post of CSP Administration and Support, Marine Region, during the year 2000.

The decision is in line with the Force's strategy to continually streamline the structure and enhance the efficiency of the Police.

The responsibilities of the frozen positions will be re-distributed to each Deputy Regional Commander and Senior Superintendent Administration.

The move will allow for a clearer chain of command with improved management structure. This will be akin to other main Regional commands such as Operations, Crime and Traffic.

Freezing of the posts will start in January and be completed in September. It will be progressive and synchronised with the known retirement dates of serving CSPs during the period.

The freeze is intended to last three years with a view to delete the posts subject to the arrangement's success.

There will be no redundancies associated with the plan.

However, it will have some effect upon promotion vacancies in the short term.

The CP wished to assure officers there would be sufficient vacancies at CSP level to enable a promotion board to be held in the next financial year.
