Tuen Mun revamp proves effective
- District will be 'leaner and meaner'


Spearheading the Station Amalgamation Project is Tuen Mun District which started merging its formations in June.

The strategy was to refine the District from its three Divisions, Tai Hing, Tuen Mun and Castle Peak, into just the latter two. Doing so would improve the command structure and the workload and manpower distribution within the District. It would also allow Tai Hing Police Station to be used by other formations.

According to Acting Tuen Mun District Commander Lai Yuen-wing the move will improve efficiency while cutting costs, literally making the District "leaner and meaner".

"Every effort is being made to ensure each Division has an optimum level of manpower while also having regard to the distribution of workload as well as topographical and demographic features in the area. Most important of all is there will be no reduction in our front-line service to the community," Mr Lai said.

"So at the end of the day there will be at least the same number of people on the frontline. But when other operational units move into Tai Hing station, the uniformed police presence in the area will be enhanced."

The Tuen Mun Project will be conducted in conjunction with station improvements, following in the classy style of the Sha Tin, North Point and Sau Mau Ping Police Station revamps earlier in the year.

The three reporting facilities of each Division will remain despite the District changing into two Divisions. Tai Hing with its reporting facility, will continue to serve as a Police building and considerations are ongoing on which other units will move in.

New Territories North Regional Commander Ng Wai-kit said with the Project, some good results have already been seen in efficiency, citing the move of part of the New Territories North Emergency Unit into Tai Hing station. EU vehicles serving Yuen Long and Tuen Mun Districts are now based at Tai Hing which is more convenient than the Unit's previous home in Tai Po. The time saved in travelling between base and service area can now be more gainfully spent in responding to emergency calls and enhancing police coverage.

"The use of Tai Hing station as the western base of EU NTN, in addition to the one in Tai Po, is welcomed by staff in the unit as the two strategically located bases also give greater flexibility in posting whereby staff in the unit can have a better chance to have their workplace closer to their home,"Mr Ng said. Concluding, Mr Ng added the Project would achieve all the attributes under the Enhanced Productivity Programme such as improved efficiency, zero reduction in frontline services, enhancement in police coverage and financial savings.

  • The phased changes started in June with the merging of Crime Units in Tai Hing and Castle Peak.

    This will be followed by the merging of other units in Tai Hing with those in the other two Divisions in a step-by-step approach with the Divisional boundaries eventually being re-outlined.

    The amalgamation would be complete by April 2000. Thereafter, the two new Divisions of Castle Peak and Tuen Mun will be further tested and fine-tuned before their formalisation by October 2000.
