SP appraisal form to debut

Superintendents will help spearhead the competency-based Annual Report Form (ARF) under the new Performance Management System (PMS) to be introduced next month when the reporting cycle commences.

The PMS is a revamp of the existing appraisal and the subsequent training and development system, computerising the processes enabling management to better manipulate the Force's personnel data. It has incorporated changes proposed by the civil service reform, such as increment assessment, with new features introduced to improve transparency in the appraisal process. It also allows for more objective reporting on performances by encouraging supervisors to base their assessment on behaviour exhibited by the officer concerned and support the ratings with evidence as far as possible.

Subject officer Michael Chiu Kai-ting, Superintendent Personnel Management, said the Force embarked on the PMS Study soon after the release of the Vision Statement. The Study has seen extensive research, incorporating experience from overseas police services and the private sector, and consultation within the Force.

"We are conscious of the fact that we cannot copy systems from outside because the Force is unique and we must develop our own system to suit our specific needs," SP Chiu said. "It must, however, be emphasised we cannot totally eliminate subjectivity in report writing even with the best designed appraisal form in the world as that can only be achieved by a change in reporting culture through long term education and total commitment from all."

The six clusters of essential skills, or core competencies, are a combination of Force values and the prerequisite aptitude in being a competent officer. They are expressed in behavioural terms providing clear performance guidance.

"As the standards of behaviour under certain core competencies may apply in varying degrees to different levels of officers, the template of behaviour is rank-specific and so is the ARF in which it is incorporated," Mr Chiu said.

The PMS Study is on-going and it is intended that the Inspectorate and Junior Police Officer report writing will be similarly examined in the coming years. Staff associations have been kept informed of the development of the PMS Study.
