New malpractice report system

October 1 will see a new Headquarters Order come into effect, governing the Staff Support System for Internal Reporting of Malpractice and Corruption.

A trial scheme for six months initially, the new Order is designed to encourage staff to report improper conduct and malpractice without fear of real or perceived retribution.

The Order makes for a system of Support Officers who will provide practical and moral assistance to disciplined staff who report corruption, malfeasance, improper conduct or malpractice by officers of any rank.

The Order provides for:

  • confidentiality of information provided

  • anonymity of the reporting and Support Officers

  • a Support Officer of a higher rank than the reportee

  • a Support Officer from an outside formation if necessary

  • comprehensive training for nominated Support Officers, and

  • clear lines of communication and procedures.

    The Support System is not intended to affect in any way the normal investigation of corruption, complaints and malpractice but is designed to be complimentary to existing Force Orders, Policy and Procedures. It will be monitored by the Assistant Commissioner of Police (Service Quality). Full details on the workings of the System are available in the HQOs section of POINT.

    The system will be kept under regular review by the Working Group on Internal Reporting of Malpractice and Corruption, and at the end of the trial period the Group will recommend whether or not it should be modified and/or made permanent.
