Communication channels widely available

Training and Staff Relations Officers play a major role in enhancing internal communication.

Woman Senior Superintendent (Staff Relations) Leung Ching-kwan said: "TSROs are there to act as a bridge between the Management and staff who are most welcome to reflect their views on various issues.

"TSROs hold regular meetings with District or Formation Commanders to discuss views expressed by officers of different ranks, and map out follow-up action."

Some 40 TSROs or equivalent officers posted Force-wide, attend a monthly meeting chaired by WSSP Leung to talk about staff morale and other issues of concern, including any new Force initiatives.

"The Force Morale Assessment Report is also on the agenda of the monthly meeting and all participating TSROs are briefed on the gist of the report so that they can understand better the concerns of staff as well as the relevant Force policies and actions taken or contemplated by the Senior Management. "This will enhance their communication with officers in their formations," WSSP Leung said.

Consultative groups abound in the Force. They include the Junior Consultative Committee for Junior Police Officers' Association members, and the Senior Consultative Committee for members of the Superintendents', and the Local and Overseas Inspectors' Associations.

These committees hold regular meetings to discuss issues of concern falling within the authority of the Commissioner of Police.

They include staff welfare and Force internal policies.

Staff association representatives also participate in the Police Force Council, the highest-level consultative forum.

Civil Service and Security Bureaux officers also attend to discuss Force issues with Government relevance, and those on salaries and conditions of service.

WSSP Leung said: "In addition, the Staff Relations Group meets representatives from the staff associations monthly to collect views and answer questions."

She concluded by saying there was never a lack of channels for internal communication, and urged officers of all ranks to make the best use of these to help improve service quality and foster better Force culture.
