CP's response to audit report


The following is a transcript of the Commissioner's message to staff following his meeting with the Public Accounts Committee on December 5. In response to the Director of Audit's report No. 35 Chapter 8 - Interdiction of Government Officers, the Commissioner of Police appeared before a Public Accounts Committee (PAC) meeting on December 5 and answered questions on the interdiction of police officers.

The Commissioner pointed out that he was merely complying with the present legislation with regard to the granting of full pay to officers interdicted under Section 17(1)(b) of the Police Force Ordinance [PFO], i.e. those who are under investigation for a criminal offence or serious misconduct.

This practice is consistent with that adopted within the rest of the Civil Service. However, the Commissioner has agreed to revise the present practice of granting full pay to those officers interdicted under Section 17(1)(a) of the PFO; i.e. those officers who either have been charged or are about to be charged with a criminal or serious disciplinary offence. He has undertaken to consider adopting the same policy as in the other Disciplined Services, that of reducing pay to 50 per cent for those officers interdicted under Section 17(1)(a) of the PFO.

However, for officers whom it is shown would experience financial hardship, the Commissioner may consider granting up to 75 per cent of salary.

A paper on this topic is being circulated within the Force for comments.
