Cross-border forum debuts


CP Eddie Hui presents a Force souvenir to the Ministry of Public Security's He Ting

The first ever cross-border seminar on triads and organised crime was held November 20 to 25, at the Liquor Licensing Board Chambers in Edinburgh Place.

Criminal Intelligence, Commercial Crime, Narcotics, and Organised Crime and Triad Bureaux, along with Regional Crime Headquarters attended the six-day seminar, along with 20 senior officials from the Ministry of Public Security, and Public Security Bureau officers from 16 Mainland provinces and municipal cities.

Commissioner Eddie Hui Ki-on in his welcoming speech, said: "The targeting of triads and organised crime has always been on the top of the Force agenda. The cross-boundary nature of such criminal activity has become a recent trend and it is hoped this seminar will facilitate greater co-operation between Police and our Mainland counterparts in combating this trend."

Deputy Commissioner (Operations) Peter Wong Tsan-kwong and Criminal Investigation Department Acting Director He Ting opened the seminar.

"The reunification of Hong Kong and Macau with the Mainland, coupled with the latter's surging economic development, has made the Mainland a favourite spot for Hong Kong residents' entertainment and shopping," Mr Wong said.

"Triad and organised crime members in Hong Kong have joined with Mainland criminals to explore new ways of exploiting this new market. In order to meet this new challenge, co-operation between cross-boundary law enforcement must be enhanced, especially in the sharing of intelligence."

Mr He said: "The Public Security Bureau can learn many things from HKP's considerable experience in combating triads and organised crime. The sharing of information and experiences, enhancing both co-operation and understanding, would enable both parties to fight cross-boundary crime and maintain the Mainland's and Hong Kong's law and order, and economic prosperity."

The Mainland delegates visited CIB, OCTB, Marine and Kowloon West Regional Crime Headquarters. Director of Crime and Security Louis Lau Chun-sing and Criminal Investigation Department Deputy Director Huang Zuyue, delivered the closing addresses.
