Public trust high in Force complaints system

The community is confident that the Force listens and takes complaints seriously with prompt follow up action. This was the message from Commissioner Tsang Yam-pui who, together with representatives of overseas police complaints organisations and law enforcement agencies, addressed an Independent Police Complaints Council seminar at the Convention and Exhibition Centre on March 8.

Mr Tsang said the Complaints Against Police Office received 3,673 complaints last year. The figures represented about 10 complaints per day, or an average of one every 1,394 police interactions with citizens. Almost 33 per cent related to the public's perception of neglect of duty. Mr Tsang said the figures reflected the trust in the reliability and effectiveness of the Force's system of complaints. He said the valuable feedback gained would greatly aid the Force's drive for self-improvement.

"The public now has confidence that the Force will listen to their concerns, no matter how minor. They trust our system ensures appropriate action is taken on their reports. We take all comments about our service very seriously. We see complaints as potential opportunities for improvement."

Mr Tsang said CAPO had a good reputation for high quality, impartial investigations, and that it enjoyed a sound system of checks and balances. "We also have a solid, effective and independent civil oversight body, the IPCC."

He said Work Improvement Teams were looking at a host of areas to further improve the Force's complaints system, such as by studying the private sector.
