HKI project to boost staff and community relations

Some 23 new initiatives have been introduced in Hong Kong Island Region since June 1, to boost service quality and internal communications.

The initiatives, covering operations, crime, management services, personnel and training, were derived from views expressed in the Force Staff Opinion Survey last October.

Regional Commander Eric Leung Chi-bun said the transparency of staff transfer policy was one of the major enhancement initiatives under the project.

"Staff transfer policy is a major concern of colleagues so we are going to let them know the approximate time they will spend in a particular post or formation. Appropriate channels will also be made available for officers to raise their special requests or queries," he said.

"We hope these will help minimise problems related to staff transfer and officers will have a better understanding of their career path."

The package to improve internal communications included, unscheduled visits by senior officers for direct communication with junior officers, LED boards displaying Force messages in every formation, and round-the-clock opening of Resource Centres.

Other initiatives included lockers for Crime officers, the simplification of morning briefings and the establishment of a video cadre.

Stressing the importance of active participation to ensure the success of the new initiatives, Mr Leung urged every officer in the Region to pledge their full support.

Each formation commander gave briefings on the new initiatives on June 1, and numerous publicity items were posted.

Deputy Regional Commander Bonnie Smith said: "The effectiveness of the initiatives will be evaluated and reviewed at regular intervals and officers are invited to give their views through different channels."

Central District Commander Mike Francis, Wan Chai DC Jimmy Lee Siu-kin, Western DC Barry Griffin and Eastern DC Paul Hung Hak-wai agreed it would take time to monitor the effectiveness and progress of the project.

They urged their officers to forward their opinions through a variety of communication channels.

Project co-ordinator, HKI Senior Superintendent (Administration) Angela Lau Tse Kam-har, thanked all officers for their contribution to the project.

In particular, she said special thanks went to the Local Inspectors' Association's Lau Tat-keung and the Junior Police Officers' Association's Cheung Yee-tim for their assistance in gathering members' views and doing publicity work.

The Association representatives agreed it was every officer's responsibility to boost service quality and internal communication, and vowed to devote themselves to the new initiatives.
